Dark Tanker Voyages Through Hormuz Demand an AIS Confidence Score

A vessel icon moving across a map looks definitive. It is not. Automatic Identification System data is a valuable safety and visibility signal, but a missing transmission can mean equipment failure, poor reception, intentional concealment, or a security decision. A position can also be delayed or manipulated. For freight forwarders managing cargo through the Strait of Hormuz, treating any single AIS feed as proof creates false precision exactly where risk is highest.
Recent voyages make the operational gap clear. Reuters reported that two supertankers and one LNG tanker exited Hormuz with transponders switched off, with LSEG and Kpler data indicating destinations in India and China. In a separate transit, Reuters said the Marigold LNG tanker halted AIS transmissions on May 3 before a dark inbound passage. These were not abstract anomalies; they were commercially significant ships moving through a critical chokepoint.
One AIS feed is an observation, not a verdict
AIS reports identity, position, speed, course, and other voyage data, but the displayed track depends on transmissions, receivers, satellite coverage, aggregation, and correct vessel inputs. Each layer can introduce gaps. A clean line on a dashboard may therefore hide assumptions made between two confirmed observations.
The scale of traffic variability makes those assumptions consequential. In May, Reuters reported that Hormuz traffic was averaging about 10 vessels moving into and out of the strait per day. In June, another Reuters report recorded five passages on one Sunday, down from 26 ships the previous day. When flows change that sharply, yesterday's transit duration is a weak basis for today's ETA.
Nor does a transmitted point guarantee truth. FreightWaves has documented AIS spoofing, in which a vessel broadcasts a false position, and noted that tracking data should not be trusted from a single source. That distinction matters: an absent signal and a deceptive signal require different investigations, but neither supports an automatic “on schedule” status.
Build a confidence score from independent evidence
A useful maritime visibility record should show both the estimated vessel state and confidence in that estimate. The score need not pretend to be scientifically exact. Its purpose is to make evidence quality explicit and apply the same decision rules to every shipment.
Start with six evidence groups:
- AIS continuity: age of the last message, expected reporting interval, track plausibility, impossible jumps, and agreement between terrestrial and satellite feeds.
- Satellite observations: radar or optical detections near the predicted route, matched using vessel dimensions, heading, and timestamp.
- Port and terminal events: berth calls, pilot activity, loading completion, tug movements, and departure records.
- Draft and cargo logic: reported draft changes, vessel capacity, commodity, load terminal, discharge plan, and whether the implied cargo movement is physically credible.
- Ownership and compliance: registered owner, beneficial ownership, flag changes, management company, classification, protection-and-indemnity cover, and sanctions exposure.
- Commercial documents: bills of lading, certificates of origin, charter instructions, invoices, insurance documents, and consistency among named parties and dates.
A simple 100-point model might assign 25 points each to current multi-source AIS agreement and independent satellite confirmation, 15 each to verified port events and coherent draft/cargo evidence, and 10 each to ownership/insurance integrity and consistent documentation. Weighting should reflect the lane and risk. Near Hormuz, an independent observation may deserve more weight than a predicted track.
Confidence bands make the number actionable. Scores from 80 to 100 can support normal planning, provided no sanctions alert exists. Scores from 50 to 79 should be labeled provisional and routed for analyst review. Anything below 50 should suppress automatic ETA promises and trigger an exception. A single serious compliance conflict—such as a sanctioned beneficial owner—should override the composite score rather than disappear inside an average.
Separate safety-related darkness from compliance risk
Going dark is not proof of wrongdoing. Reuters reported tankers switching off location trackers to reduce exposure to attack, while historical enforcement reporting has linked AIS shutdowns and falsified origin documents to sanctions evasion. The same observable event can therefore have radically different explanations.
The workflow should preserve that ambiguity. Record “AIS unavailable since 03:10 UTC” as a fact. Record “security-related shutdown,” “equipment failure,” or “concealment” as hypotheses with sources and confidence levels. Do not let an operations note become an unsupported compliance conclusion.
Screening should nevertheless intensify when multiple indicators align. Escalate when an AIS gap overlaps a likely ship-to-ship transfer area, when ownership changed shortly before the voyage, when insurance cannot be verified, when draft behavior conflicts with declared cargo, or when documents disagree on origin. The combination is more informative than darkness alone.
Turn uncertainty into operating rules
Three teams need explicit triggers.
For compliance, rescreen the vessel, owners, managers, charterers, cargo interests, and relevant ports whenever identity or voyage evidence changes materially. Freeze release decisions when a critical party match or document conflict remains unresolved.
For operations, stop recalculating ETAs from dead reckoning after a defined interval. Use a range instead: “arrival estimated September 17-19, low confidence,” with the last confirmed observation and next review time. Rebook downstream capacity only when the cost of waiting exceeds the cost of a wrong move.
For customer service, notify customers when confidence crosses a threshold—not every time an AIS message is missed. Explain what is confirmed, what remains uncertain, the operational exposure, and when the next update will arrive. Customers can plan around an honest range; they cannot plan around a precise timestamp that quietly rests on stale data.
Preserve the evidence trail
Every confidence change should be auditable. Store the underlying observations, provider, timestamp, analyst decision, score components, overridden rules, and customer messages with the shipment. Never overwrite an earlier estimate; keep the sequence so teams can reconstruct what was known at each decision point.
