An LMI of 71.1 Calls for Inventory-Capacity Reconciliation, Not a Single Growth Story

A high logistics index is a warning to investigate, not permission to apply one forecast everywhere.

The U.S. Logistics Managers' Index rose from 69.5 in May to 71.1 in June. According to SupplyChainBrain, this was the first reading above 70 since March 2022. Because an LMI value above 50 indicates expansion, the headline describes broad and fast logistics growth.

It does not say that every shipper has more customer demand, every warehouse is equally constrained, or every lane needs more committed truck capacity. The composite brings together inventory, warehousing, and transportation measures. Those components can rise simultaneously for very different reasons—and sometimes for reasons that do not represent durable consumption.

The practical response is an inventory-capacity reconciliation: compare the macro direction with orders, dwell, storage utilization, tender performance, and rates at the locations and lanes where decisions are made.

Separate the signals inside 71.1

An index is most useful when planners resist turning it into a single story. Inventory can expand because sales are healthy, but also because companies pulled imports forward, suppliers shipped early, or demand fell below forecast. Each cause creates a different capacity requirement.

Warehousing can tighten because more units are flowing through a network or because slow-moving stock occupies reserve locations. The June details illustrate the distinction. FreightWaves reported warehouse capacity at 47.5, warehouse utilization at 69.4, and warehouse prices at 73.8. Capacity was contracting while utilization and prices expanded. Large companies recorded warehouse-price growth of 81.9 as they received inventory.

That combination matters more than the composite alone. A facility with rising receipts, fast putaway, and stable days on hand is experiencing flow growth. A facility with rising receipts, longer dwell, and weak outbound orders is accumulating inventory. Both can produce higher utilization, but only the first supports a straightforward volume-growth interpretation.

Transportation signals require the same discipline. Higher utilization and prices may reflect sustained demand, a temporary surge, regional imbalance, reduced carrier supply, or a compressed shipping calendar. A national index cannot reveal whether a shipper's Dallas-to-Atlanta lane is tightening while its Chicago outbound network remains soft.

Reconcile five internal measures

Once a month, align the LMI release with five operating views. Use the same comparison periods and segment the data by business unit, facility, mode, and high-volume lane.

1. Orders and releases

Compare booked orders, released orders, shipped orders, cancellations, and backlog. Separate units and revenue so inflation or product mix does not masquerade as physical volume growth. If inventory rises while released orders fall, planners should test for forecast error or front-loading before adding permanent capacity.

2. Inventory and dwell

Track on-hand units, days of supply, aging, inbound-to-available time, and dock-to-stock time. Measure how long pallets remain in receiving, reserve, pick, and staging locations. Rising inventory paired with rising dwell points to congestion or slow movement, not necessarily greater throughput.

The external property pipeline adds another constraint. Inbound Logistics reports that roughly 190 million square feet of new warehouse space is expected in 2026, the lowest delivery level in a decade and about 20% below the pre-pandemic average. A tight development market makes poor inventory discipline more expensive; shippers cannot assume nearby overflow space will appear quickly.

3. Storage and labor utilization

Review pallet-position utilization, cube utilization, forward-pick occupancy, labor hours per order, overtime, and temporary labor. One building may be full because its slotting is poor while another genuinely lacks space. Treat 85% pallet occupancy very differently when the remaining locations are unusable for the product mix.

4. Tender and service performance

Measure first-tender acceptance, tender lead time, rejection by lane, spot-market usage, pickup compliance, transit reliability, and service failures. A tightening market should appear in more than the purchased rate. If contracted acceptance remains strong and spot exposure is low, a shipper may need targeted lane action rather than a network-wide capacity purchase.

5. Rates and total cost

Compare contract, spot, accessorial, storage, handling, detention, and transfer costs. A lower linehaul rate can be overwhelmed by detention created at a congested warehouse. Conversely, paying a modest premium for reliable appointments may reduce labor disruption and customer penalties. Reconciliation must connect price with the operational condition producing it.

Use a monthly decision rule

A simple rule keeps macro data in its proper role: require one external signal and two internal confirmations before changing committed capacity.

For example, an LMI transportation measure showing faster price growth is the external signal. Rising tender rejections on a defined lane and increasing spot premiums are two internal confirmations. Together, they justify reviewing routing-guide depth, tender lead time, or a dedicated-capacity commitment.

Apply the same rule to warehouses. Contracting market capacity can trigger a review, but expansion should require internal evidence such as sustained high usable occupancy plus worsening dwell or service. If occupancy is high while aging inventory drives the problem, the first action should be disposition, replenishment correction, or SKU rationalization—not another lease.

Every decision should include a boundary and an expiry date. Specify the facilities, lanes, commodities, and weeks affected. Recheck the evidence in 30 days. This prevents a temporary tariff-related receipt surge from becoming a permanent network cost.

The LMI's 71.1 reading is valuable precisely because it challenges planners to look harder. It signals that logistics activity and cost pressure are expanding quickly at the national level. The operating answer, however, lives in a shipper's own order book, pallet dwell, usable storage, carrier acceptance, and landed cost.
