RoadOne’s Charleston Expansion Puts Drayage Acquisition Integration to the Test

RoadOne IntermodaLogistics' acquisition of Higgins Transport Service adds capacity in one of the Southeast's most important container gateways. But the real test begins after the deal closes. Acquiring drivers and customer relationships is not the same as integrating dispatch, equipment, rates, terminal procedures, and billing without disrupting freight.
FreightWaves reports that the transaction adds 15 drivers to RoadOne's Charleston operation. Those drivers join a much larger network: RoadOne has more than 2,500 drivers across over 100 port, rail, and truckload terminals. The acquired team is small relative to the platform, yet its local operating knowledge can be disproportionately valuable. Integration should preserve that knowledge while moving the operation onto consistent controls.
Treat Capacity as a Network Change
The acquisition follows a substantial physical expansion. RoadOne recently opened a 384,000-square-foot facility on 100 acres in Summerville, South Carolina, with transloading, storage, and distribution capabilities. FreightWaves says another 279,700-square-foot warehouse is planned for the property next year. Together, the facility and acquisition connect port drayage to inland handling capacity.
That combination creates more options, but also more dependencies. A container can move from terminal pickup to transload, storage, or final delivery through several operating systems and teams. If location codes, customer instructions, or appointment statuses do not match, added capacity can produce more exceptions instead of more throughput.
Integration leaders should map every handoff before combining dispatch queues. The map should cover order intake, terminal availability, driver assignment, chassis selection, gate appointment, empty return, proof of delivery, accessorial approval, and invoice creation. Each handoff needs an owner, a system of record, and a defined exception route.
Normalize Master Data Before Dispatch
Carrier acquisitions often expose two valid but incompatible versions of the same operating truth. One company may identify a driver by payroll number while another uses a dispatch code. A terminal, customer, or ramp may have different names in each system. Rates can differ by fuel schedule, free-time assumption, chassis treatment, or accessorial rule even when the lane appears identical.
Build a crosswalk for six data domains before migrating live orders:
- drivers, tractors, chassis, and equipment qualifications;
- customers, billing entities, contacts, and service instructions;
- terminals, rail ramps, yards, warehouses, and geofences;
- lanes, zones, mileage rules, rates, and fuel tables;
- appointment, pickup, delivery, and empty-return status codes;
- accessorial types, evidence requirements, approval limits, and invoice codes.
Every duplicate should be resolved by a named data owner. Do not silently overwrite local records with corporate defaults. Charleston-specific details—terminal cutoff behavior, empty-return practices, customer receiving windows, and preferred driver-equipment pairings—may be precisely what made the acquired operation effective.
Run converted data through test orders before go-live. Confirm that the same shipment produces the expected driver pay, customer charge, fuel amount, and accessorial treatment in both the legacy and target environments. A clean dispatch screen is not proof of a clean invoice.
Establish a Pre-Migration Service Baseline
Integration performance cannot be judged without a baseline. Capture at least four to eight weeks of results from the acquired operation, separating normal conditions from port closures, vessel surges, weather, and customer-caused delays.
The baseline should include terminal turn time, dispatch-to-gate time, appointment compliance, loaded and empty dwell, empty-return cycle time, rejected moves, unproductive bobtail miles, accessorial frequency, invoice lag, and claims. Segment the figures by terminal, customer, lane, shift, and move type. An overall average can conceal a serious failure on one high-volume account.
The 15 added drivers represent less than 1% of RoadOne's reported driver base, but that does not make their transition low risk. A single customer or terminal failure can consume the margin created by several successful moves. During the first weeks, publish a daily control view comparing actual performance with the baseline and agreed tolerance bands.
Migrate Customers and Lanes in Phases
A big-bang cutover creates too many possible causes when something goes wrong. Start with a limited group of predictable lanes and customers whose operating rules are fully documented. Avoid launching first with the highest-volume account, the most complex port pair, or freight requiring unusual equipment.
Use four gates for each migration wave:
- Master data, rates, and customer instructions have been approved.
- Drivers and dispatchers have completed scenario-based training.
- Test orders reconcile operational and financial results.
- Support coverage and rollback capacity are available through the stabilization period.
Keep the legacy order history available for research even after the target system becomes authoritative. Dispatchers need fast access to prior exceptions, consignee preferences, and disputed charges. Losing that context forces employees to reconstruct operating knowledge while freight is moving.
Customer communication should be equally deliberate. Explain what will change—such as order channels, status messages, invoice appearance, or escalation contacts—and what will remain stable. Give customers one accountable integration contact instead of making them navigate internal teams.
Define Rollback Before It Is Needed
A rollback is a controlled operating decision, not an admission of failure. Set thresholds before each wave launches. Examples include terminal turn time exceeding baseline by a defined percentage, appointment compliance falling below its tolerance, unassigned moves approaching cutoff, incorrect driver settlements, or invoices failing rate validation.
Rollback criteria should specify which orders return to the prior workflow, which remain in the new system, who authorizes the decision, how drivers are notified, and how duplicate billing is prevented. The team also needs a reconciliation procedure for orders that were partly processed in both environments.
Do not measure success solely by whether the technical cutover finished on schedule. Success means the combined operation can accept more volume while maintaining service, paying drivers correctly, billing customers accurately, and preserving terminal relationships.
