Import Inventories Are Stable at 52.8—Here’s the Replenishment Trigger That Matters

Import inventories are still expanding, but the latest reading makes the market look calmer than many transportation teams feel. The inventory component of the Logistics Managers’ Index reached 52.8 in August, its lowest level of 2026, after peaking at 60.5 in June. Because a reading above 50 indicates expansion, neither figure signals outright destocking. What stands out is the relatively narrow range—and the absence of the violent summer swings that have complicated planning in recent years.

FreightWaves’ analysis of imports and inventories describes 2026 as one of the most stable inventory years in recent history. Stability is useful, but it is not the same thing as safety. A 52.8 reading can represent disciplined replenishment matched to demand, or inventories that are growing too slowly to absorb a Q4 sales surprise, supplier delay, or capacity disruption.

The aggregate index cannot tell a shipper which condition applies. That requires a trigger built from its own purchase orders, bookings, stock position, and transit performance. The goal is to reserve freight capacity before a restocking wave becomes obvious in spot prices—without paying for speculative capacity that the business will not use.

A stable index can hide two very different positions

In the healthy scenario, sales and replenishment are moving together. Weeks of supply stays near target, inbound bookings cover forecast demand, suppliers confirm orders, and actual lead times remain close to plan. Inventory expands modestly because the operation is executing its forecast, not because product is accumulating.

In the fragile scenario, the headline reading is also above 50, but the underlying buffer is thinning. Demand may be running slightly ahead of forecast while buyers defer orders, importers keep purchase quantities lean, or late sailings reduce dependable supply. Inventory can still expand in aggregate while a particular SKU, region, or channel approaches a service failure.

That distinction is especially important ahead of Q4. When multiple shippers discover the same shortfall, they release orders and seek transportation at roughly the same time. The first warning may appear in bookings and supplier changes weeks before the resulting containers reach a port or domestic tenders hit the truckload market.

Truckload capacity already deserves attention. A separate FreightWaves market update put tender rejections around 13.5%. Rejections measure the share of contracted tenders carriers decline; they are not an inventory statistic, but they show that domestic capacity is less forgiving when replenishment freight arrives. Waiting for a spot-rate spike can therefore mean waiting until the cheapest response window has closed.

Build one replenishment trigger from four inputs

A practical trigger should combine four measures at the SKU-family and inbound-lane level. None is reliable enough alone.

  1. Inbound booking coverage. Compare confirmed ocean or air bookings with purchase orders due inside the replenishment horizon. Count a booking as covered only when equipment, sailing or flight, and required documentation are confirmed. A purchase order without transportation is demand, not inbound supply.
  2. Forward weeks of supply. Project available inventory at the expected arrival date, subtracting forecast demand and committed customer orders. This prevents today’s comfortable stock balance from masking what will happen during transit.
  3. Order-change pressure. Track increases, expedites, cancellations, and supplier quantity reductions over a rolling four-week period. Repeated upward revisions are often more informative than the absolute forecast because they expose bias before the planning cycle catches up.
  4. Lead-time variance. Measure actual door-to-door lead time against the route plan, including origin dwell, rolled sailings, port time, customs, and final delivery. Use a percentile such as P75 or P90 rather than the average so the buffer reflects recurring disruption.

CXTMS recommends treating this as a staged decision rule, not a single magic number. A lane enters watch status when projected weeks of supply falls toward its minimum and either order increases or lead-time variance worsens. It moves to reserve when confirmed booking coverage no longer protects the minimum stock level through the P75 lead time. It becomes expedite only when the projected stockout date precedes the earliest reliable standard-mode arrival.

The precise thresholds belong to the shipper. A high-margin service part, seasonal apparel line, and steady industrial component do not carry the same stockout cost or obsolescence risk. What should remain consistent is the logic: inventory exposure plus demand change plus transport uncertainty must agree before capacity commitments escalate.

Connect the inventory decision to transportation capacity

Once a lane reaches reserve status, the TMS should translate the signal into specific actions. First, protect allocations on the preferred carrier and sailing rather than issuing a broad request for more capacity. Then identify acceptable alternates by port, service, mode, and transit time. Finally, set an expiration date so provisional capacity is released if purchase orders or demand signals reverse.

For ocean freight, that can mean advancing a booking request, splitting volume across two departures, or reserving equipment at origin. For domestic transportation, it can mean pre-tendering appointments, protecting drayage capacity, and checking whether contracted truckload carriers are accepting freight on the destination lane. Air conversion should remain an exception justified by stockout exposure and margin, not a reflex triggered by one late vessel.

Every reservation also needs a reason code. Record the weeks-of-supply breach, uncovered order quantity, lead-time percentile, forecast revision, and approving user. Those fields allow planners to compare the predicted shortage with what actually occurred. Over time, the business can tighten thresholds that produce unused capacity and act earlier where stockouts repeat.

Measure whether the trigger works

The best scorecard does not reward inventory alone. Track stockout hours avoided, premium-freight spend, unused reservations, booking rollovers, forecast error, and the time between the first trigger and the market response. A successful rule protects service while minimizing costly interventions.

The 52.8 index reading is a useful backdrop: imports and inventories are expanding, but only modestly compared with June’s 60.5. It should prompt closer inspection, not a blanket order to add stock. The operational advantage comes from detecting when stable aggregate conditions conceal a lane-level replenishment gap—and reserving capacity while choices still exist.
