Vessel arrival time is important, but it does not tell a shipper when freight will actually be usable.

An import container can reach the berth on schedule and still lose days between discharge, customs release, terminal availability, appointment access, drayage pickup, rail connection, and warehouse receipt. Each party may report that its own step worked. The shipper experiences only the combined result: inventory that is available for sale—or is not.

That is why port service quality in 2026 should be measured as a chain of handoffs, not a single ocean milestone.

The 43rd Annual Quest for Quality port results from Logistics Management show the value of looking beyond headline schedules. The Port of Wilmington, North Carolina, led the Mid-Atlantic category with a weighted score of 50.46, followed by the Port of Virginia at 49.88. The survey reflects ratings from qualified users of logistics services, making it a useful view of the service experience rather than infrastructure capacity alone.

Build the scorecard around container readiness

A useful scorecard begins at vessel discharge and ends when the container or its freight reaches the next controlled node. Seven measures reveal whether the handoff worked.

1. Availability latency

Measure elapsed time from discharge to the first valid “available for pickup” event. Separate customs, agriculture, carrier, terminal, and documentation holds from ordinary terminal processing.

This prevents a vessel’s on-time arrival from masking two days of post-discharge delay. Report the median and the 90th percentile because a small group of badly delayed boxes often creates most of the cost and customer risk.

2. Hold duration and ownership

For every hold, capture when it began, when the responsible party was notified, when the underlying requirement was satisfied, and when the hold was released. Assign an owner and a reason code.

A single “on hold” status is not diagnostic. Shippers need to distinguish a broker waiting for documents from a terminal system failing to reflect a release. The scorecard should show both the duration and the portion controllable by each participant.

3. Appointment access

Track the time between container availability and the first usable pickup appointment, plus the percentage of appointments accepted on the shipper’s preferred day. Also record cancellations, rolled appointments, dual-transaction requirements, and appointment-system outages.

Nominal availability means little if no practical gate slot exists. This metric connects terminal capacity to the drayage plan and exposes whether the constraint is appointment supply, driver capacity, chassis access, or incomplete release data.

4. Truck turn time

Measure gate-in to gate-out time, but segment it by terminal, shift, transaction type, trouble-window visit, and whether the move was a dual transaction. Network averages can hide severe peaks that destroy a driver’s next appointment.

The handoff view also separates terminal turn time from total driver cycle time. Queueing outside the gate, chassis pickup, equipment inspection, and empty return may occur beyond the terminal’s official clock but still determine drayage productivity.

5. Rail connection performance

For inland-point intermodal freight, record discharge-to-rail availability, planned versus actual train connection, rail departure, and destination ramp availability. Missed connections should carry a reason code and estimated inventory impact.

This distinction matters because truck and rail cargo can behave very differently at the same gateway. FreightWaves reported that Los Angeles–Long Beach cargo destined for local truck delivery averaged 2.59 days at marine terminals in April 2026, compared with 2.61 days in March and 2.78 days in April 2025. A port-level average without mode segmentation would blur that operational story.

6. Free-time consumption

Calculate how much free time remained when the container became truly retrievable and how much was consumed before out-gate. Flag boxes that became available with too little time to secure an appointment and driver.

The metric should also quantify avoidable demurrage and detention by cause. The financial stakes can compound quickly: a Supply Chain Dive report on Port Houston’s dwell-fee plan described a $45 daily charge beginning on the eighth day, in addition to demurrage. Even where fee structures differ, the lesson is consistent—delay must be identified before the free-time clock expires.

7. Event completeness

Score whether required events arrived, arrived on time, and agreed across carrier, terminal, broker, drayage, rail, and warehouse systems. Key events include discharge, holds, releases, availability, appointment confirmation, gate-in, gate-out, rail departure, ramp availability, empty return, and warehouse receipt.

An event is useful only if it supports a decision. A late availability update that arrives after a missed appointment should count as a data-quality failure even if the timestamp itself is technically correct.

Use timestamps to locate dwell—not debate it

The scorecard should preserve source timestamps rather than overwrite them with one consolidated status. Put terminal discharge and availability beside broker release, drayage appointment and gate events, rail departure, and warehouse check-in.

That sequence makes the constraint visible. If customs released the box Monday but the terminal did not mark it available until Wednesday, the lost time sits in the release-to-availability handoff. If a Tuesday appointment was available but the drayage provider booked Thursday, the capacity decision occurred elsewhere. If the truck out-gated promptly but the warehouse received the freight the next day, the inland leg needs review.

Set a common clock, define every event, retain the original source, and calculate durations automatically. Review exceptions by lane and container rather than arguing from monthly averages.

Apply lane-specific quality to gateway decisions

No port is universally best. A gateway may perform strongly for local truck delivery but poorly for a specific inland rail destination, commodity, terminal, or day-of-week pattern. Score quality at the lane level and pair it with total landed cost.

During sourcing and contract reviews, compare:

  • Median and 90th-percentile discharge-to-availability time
  • Appointment access within one business day
  • Truck turn time and total driver cycle time
  • Planned rail-connection success
  • Percentage of containers out-gated before half of free time is consumed
  • Avoidable demurrage per container
  • Required-event completeness and timeliness

Weight those fields according to the inventory and customer consequences of the lane. A high-value or production-critical shipment deserves greater emphasis on tail performance and event quality than a flexible replenishment move.

The goal is not to publish another port ranking. It is to select gateways and partners using evidence that matches the shipper’s actual flow. Vessel time describes the ocean leg. A handoff scorecard describes whether the supply chain worked.
